"LONDON is at risk of becoming a 'honey-pot for white-collar criminals' because of Britain's failure to punish fraudsters severely enough, the City's top policymaker warned. Michael Snyder, chairman of the City of London's policy and resources committee, said that as the world's largest international centre of financial and business services, London, and particularly the City of London, was at risk of a billion-dollar problem rooted in its own trillion-dollar success."
