"COUNCIL chiefs have come under renewed fire from the Home Office for defying orders to identify Asbo kids. Government guidelines released on August 1 advised that making teen offenders names and details known to the public should be "the norm, not the exception". Yet Southwark insists it will not "criminalise" young people with Asbos (antisocial behaviour orders) by making examples of them - a stance that made previous Home Secretary Charles Clarke accuse the council of going soft on yobs."
